IEC Pumped Storage Trend White Paper Led by China Officially Released
我国牵头编制的IEC抽水蓄能趋势 白皮书正式发布
Recently, the IEC Social and Technical Trends White Paper, “The Future of Pumped Storage: Trends in Technological Innovation and Standardization (2025–2035),” the first to focus on pumped storage and led by China in its preparation, was officially released.

The mechanism
China-led authors put a 2025–2035 pumped-storage roadmap before the IEC, pressing for lifecycle standards spanning planning, construction, operation, testing and certification. European pumped-storage developers, turbine suppliers and certifiers face no new requirement the day after publication. The near-term effect is agenda-setting: future IEC work may incorporate Chinese demonstration practice on variable-speed units, digital systems and new storage configurations, if IEC technical committees take up the paper’s recommendations.
The stakes
Pumped storage is becoming more tightly linked to power-system flexibility and the build-out of variable renewable generation. China’s influence matters structurally only if its engineering approaches enter IEC standards that shape procurement, certification or market access; a reference paper alone does not establish that influence.
How it reaches Europe
- China-led IEC paper releasedThe publication formally places its technology and standardisation assessment before the IEC.
- Lifecycle standards agenda proposedThe paper recommends requirements from planning through certification rather than equipment specifications alone.
- IEC committees consider follow-on workAny practical effect depends on committees converting recommendations into formal standardisation activity.
- European suppliers face revised benchmarksDevelopers, equipment makers and certifiers use IEC outputs where purchasers or authorities reference them.
