The mechanism
MOFCOM reports French investment into China up 31.8% and Swiss up 26% for January–September, while total inflows fell 4.3% to 548.81 billion yuan. European capital is therefore gaining share as others retreat. The money is concentrating where China wants it: high-tech now takes 41.6% of inflows, and R&D and design services rose 59.2%. For French groups this points to more engineering and design work located inside China. That rests on an assumption the text does not support: MOFCOM gives no absolute French figure, so one large deal could explain the jump.
The stakes
If sustained, the gap between European de-risking rhetoric and French corporate capital moving into Chinese R&D and electronics becomes the story. It matters far less if the French rise traces to a single transaction or a low prior-year base.
How it reaches Europe
- MOFCOM publishes nine-month FDI dataOfficial release breaks out inflows by sector and by source country, including France and Switzerland.
- European share of shrinking pool risesFrench and Swiss growth outpaces a 4.3% fall in total inflows.
- Capital skews to R&D and electronicsHigh-tech inflows rose 33.8%, with R&D/design services up 59.2%, so incremental money is know-how-intensive.
- French groups deepen China-based engineeringAssumption: French inflows follow the aggregate sector mix, which the release does not break out by source.
