Recently, the international standard proposal “Sustainable Cities and Communities—Artificial Intelligence Applications in Smart City Operational Models—Part 2: Principles and Elements” (ISO 37127-2), proposed under China’s leadership, was successfully approved as a project by the International Organization for Standardization (ISO).

The mechanism
China has secured approval to develop ISO 37127-2, a smart-city AI operational-model standard covering risk oversight, performance monitoring, data governance and resource allocation. No European operator faces a new requirement yet: project approval starts expert drafting, not adoption. If the completed text is widely used in city procurement or conformity claims, EU smart-city software and systems suppliers would need to map products to its governance terminology and evidence expectations. That depends on later ISO adoption and market uptake.
The stakes
The strategic issue is early influence over the vocabulary through which urban AI performance and governance are assessed. It matters far less if the final standard remains voluntary guidance with limited use by procurers, or if European participants materially shape its technical content.
