Three Departments Including the Ministry of Industry and Information Technology Issue the "15th Five-Year Plan" for the Development of the Light Industry and Textile Industry
工业和信息化部等三部门印发《轻工纺织产业发展“十五五”规划》
The light industry and textile industry is a traditional advantageous industry and an important livelihood industry of the national economy. It has relatively strong international competitiveness and plays an important role in stabilizing growth, promoting employment, expanding consumption, and benefiting people's livelihoods.

The mechanism
Three departments have set a 2030 target of more than RMB30 trillion in revenue for above-designated-size light-industry and textile firms and will monitor implementation. The publication does not itself alter tariffs, procurement rules or market access. Its near-term effect is to signal coordinated upgrading around intelligent production and supply-demand matching; EU textile, apparel and consumer-goods producers face stronger Chinese competition only if follow-on measures lower firms’ costs or accelerate product upgrading.
The stakes
The strategic question is whether this plan converts China’s existing manufacturing scale into durable advantages in design, automation and consumer-product supply. It matters far less if implementation remains largely declaratory and does not produce finance, standards, procurement or other firm-level measures.
