Central Committee and State Council make total factor productivity the measure of industrial success
中共中央 国务院关于发展新质生产力的意见
Developing new quality productive forces is an intrinsic requirement and an important focal point for promoting high-quality development. In order to accelerate the development of new quality productive forces, the following opinions are hereby put forward.

The mechanism
Beijing's two highest bodies jointly tell ministries and provinces to channel effort toward frontier technology, and to measure success by a 'substantial increase' in total factor productivity rather than output volume. The excerpt names no sector, budget or target; the operative clauses are cut off. The key assumption is that provincial implementation plans turn this into subsidised credit for strategic manufacturing. That would add to the subsidy record EU trade-defence investigators examine. It would also sharpen rivalry with EU machinery, battery and chip-equipment makers.
The stakes
If the productivity metric displaces volume targets, Chinese state support shifts from capacity that undercuts EU prices to capability that erodes EU technology positions. It matters far less if implementing rules merely relabel existing local subsidy schemes.
How it reaches Europe
- Joint CC–State Council Opinions issuedTop-rank document sets the reference frame every ministry and province is expected to implement.
- Ministries and provinces draft implementation plansAssumption: Chinese practice converts such Opinions into sector lists, funds and credit guidance.
- Capital steered to frontier manufacturingProductivity and 'disruptive innovation' criteria favour high-tech segments where EU firms hold positions.
- Chinese entrants close capability gapsSelf-reliance language implies import substitution of equipment and components currently sourced partly from Europe.
- EU equipment and tech exporters lose shareCompetition is felt first in the China market, later in third markets and in Europe.
