The mechanism
China’s Commerce Ministry reports RMB 479.95 billion of utilised foreign investment for January–August, down 5.3%, while high-tech inflows rose 35.1% to 41.7% of the total. French companies and their investors gain a more differentiated benchmark: China’s aggregate foreign-capital market is contracting, but R&D, technology-commercialisation and electronics activity is attracting capital. The release does not alter market-access terms; it can nevertheless redirect near-term China investment screening towards those segments, assuming realised FDI tracks operating opportunities.
The stakes
If the pattern persists, China’s foreign-capital base may become more concentrated in technology-intensive activities even as broad inflows weaken, sharpening competition for European firms in those fields. It matters far less if the rise reflects a small number of transactions or free-port routing rather than recurring operating investment.
