Commission launches consultation on the first review of the International Procurement Instrument
The consultation will run for 12 weeks (from 4 September to 27 November) and will seek stakeholders’ feedback on the instrument’s scope, functioning and efficiency. Article 14 of Regulation (EU) 2022/1031 establishing the IPI requires the Commission to review the scope, functioning and efficiency of the Regulation and report its findings to the European Parliament and the Council.

The mechanism
Commission opens a 12-week evidence call on 4 September, giving EU medical-device suppliers, contracting authorities and importers a formal route to document how the first China-related IPI investigation and measure work in practice. The publication does not change tender eligibility or impose a new cost. Its near-term effect is administrative: submissions feed the Commission’s required review and may expose implementation gaps relevant to later enforcement or revision.
The stakes
The strategic issue is whether evidence from the China medical-devices case turns a first-use instrument into a more operational procurement-leverage tool. It matters far less if submissions show existing procedures are adequate or contracting authorities cannot apply them consistently.
