Increase Efforts in the Formulation and Implementation of National Standards to Promote Quality Improvement and Capacity Expansion in the Service Industry
加大国家标准制定实施力度 促进服务业提质扩能
In the first eight months of this year, the State Administration for Market Regulation has issued more than 900 national standards for the service industry, including more than 860 national standards for producer services, accounting for nearly 95%; and more than 50 national standards for consumer services, accounting for about 5%.

The mechanism
China has issued assessment methods for industrial digital-twin providers and robot-integrated manufacturing units, alongside emissions-accounting standards for steel and aluminium. Chinese manufacturers can use these texts as common supplier-evaluation criteria. EU industrial-software and automation vendors selling into China may need to map products and evidence to those criteria if buyers or procurement bodies adopt them; that adoption is not stated. The accounting rules may also improve comparability of Chinese industrial emissions data.
The stakes
If widely adopted, the standards could entrench Chinese qualification and data architectures in industrial services, raising the value of local compliance capability. The effect is far smaller if they remain voluntary reference documents with limited use in procurement or customer contracts.
How it reaches Europe
- China issues service standardsThe market regulator reports more than 900 national service-industry standards issued in the first eight months.
- Industrial evaluation criteria become availableThe published texts include methods for assessing digital-twin providers and intelligent manufacturing applications.
- Chinese buyers can reference criteriaCommon assessment methods reduce the cost of comparing industrial-service suppliers; buyer adoption remains an assumption.
- EU technology vendors face alignment costsEU automation and industrial-software suppliers need compatible evidence if Chinese customers make these criteria contractual.
