The mechanism
The higher efficiency thresholds raise the compliance bar for household solar-water-heating systems sold in the covered market, including systems used for space heating. EU solar-thermal equipment makers with China sales would need products that meet the revised daily heat-gain and heat-loss parameters; Chinese producers face incentives to upgrade collectors, insulation and controls. European manufacturers competing with Chinese suppliers could face a more capable Chinese product base after the adjustment period.
The stakes
If enforcement lifts the sector’s average efficiency by the stated 15%, China’s domestic market becomes a larger proving ground for higher-performance solar-thermal systems. The European effect is far smaller if the standard remains domestically contained and does not alter Chinese export offerings or prices.
