The mechanism
The NDRC and market regulator, through Notice No. 1303, can now admonish suspected low-price sellers and investigate their product costs in unspecified industrial sectors. That creates a state-backed benchmark for judging prices rather than leaving price competition solely to firms. EU manufacturers competing with Chinese imports would see relief only if targeted producers also price for export markets; the notice does not identify products, penalties or export coverage.
The stakes
If cost accounting develops into repeated enforcement against export-oriented excess capacity, China’s industrial pricing model could become less reliant on prolonged loss-making sales. It matters far less if investigations remain domestic price-order management with no effect on export quotations or output.
How it reaches Europe
- NDRC issues cost-accounting noticethe notice authorises price-order intervention in important industrial-product sectors.
- Regulators identify suspected low-price sellersthe agencies will issue reminders and admonitions to suspected operators.
- Authorities investigate product coststhe notice permits cost investigations where regulators consider them necessary.
- Pricing faces administrative scrutinyindividual or industry-average costs provide a benchmark for judging low-price conduct.
- EU competing manufacturers face altered import pricingthis requires the assumption that targeted Chinese suppliers also sell into European markets.
